The Bid Express Service Fee Schedule & Account Information

Effective July 1, 2008

The Bid Express service is a subscription-based Web site . Each service option is available for a monthly fee. Please note that fees will not be prorated.

Current Fees

Basic Service: A monthly charge of thirty-five dollars (USD $35.00) for unlimited viewing and downloading of bidding information for all agencies participating with the Bid Express service.

On-line Plan Sheets Service: This is an optional service for which there is an additional charge of ninety-five dollars (USD $95.00) per month. This service includes unlimited viewing and downloading of construction design plan sets for all state and local agencies participating in the plan sheets service. You cannot sign up for the on-line plan sheets service until you sign up for the Bid Express Basic Service.

Bid Tab Analysis Service: This is an optional service for which there is an additional charge of twenty-five dollars (USD $25.00) per month. This service includes unlimited viewing of historical data of the agencies participating in the Bid Tab Analysis service. You cannot sign up for the Bid Tab Analysis service until you sign up for the Bid Express Basic Service.

Digital Identification (Digital ID) Certificate: USD $100 one-time processing fee per Digital ID. This charge will be applied upon receipt of the Digital ID paperwork. You must obtain a Digital ID in order to submit a bid via the Internet.

Internet Bidding Service: A monthly charge of fifteen dollars (USD $15.00) per vendor number, per Agency will be charged to subscribers that obtain a Bid Express Digital ID to submit bids over the Internet. (Example: If bidding in three Agencies, the Internet Bidding Fee is USD $45 per month.)

Delinquent Accounts: The Bid Express accounts that lapse in payment by more than 60 days will be deactivated along with all corresponding Digital IDs and optional subscription services. To use the Bid Express services again once an account is closed, you must pay all outstanding fees and order a new account.

Any Digital IDs associated with a deactivated account cannot be reactivated. It will be necessary to obtain new Digital IDs.

Closing An Account

A subscriber can close a Bid Express account at any time if he does not require an ongoing monthly subscription. When a subscriber closes a Bid Express account, Digital IDs and optional services associated with the account are also closed. After closing an account, it will be necessary to go through the registration process and obtain a new account to start using the Bid Express services again.

Once a Digital ID is disabled it cannot be reactivated. Therefore, to use Internet bidding through the Bid Express service again, subscribers will be required to obtain a new digital ID by filling out the necessary paperwork and paying the current Digital ID processing fee (see section above called Digital Identification (ID) Certificate).

Payment Policies

Subscription fees are billed in advance on a monthly basis and are not prorated. Monthly payments may only be made by major credit cards (Visa, MasterCard, American Express or Discover).
