Bid Express Fee Schedule & Account Information

Effective July 1, 2005

Bid Express is a subscription-based Web Site service. Each service option is available for a monthly recurring fee. The fees are as follows:

Current Fees

Basic Subscription: A recurring monthly charge of thirty-five dollars (USD $35.00) for unlimited viewing
and downloading of letting information for all agencies participating with Bid Express.

On-line Plan Sheets: This is an optional service for which there is an additional recurring monthly charge
of ninety-five dollars (USD $95.00) per month. This level of service includes unlimited viewing and
downloading of construction design plan sets for all state and local agencies participating in the
plan sheet service. To sign up for the on-line plan sheets service you must first have a Bid
Express Basic Subscription.

Bid Tab Analysis: This is an optional service for which there is an additional recurring monthly
charge of twenty-five (USD $25.00) per month. To sign up for the Bid Tab Analysis service you must
first have a Bid Express Basic subscription. This level of service allows unlimited use of the
enhanced bid tab analysis feature with all agencies participating on Bid Express.

Digital Identification (ID) Certificate: USD $100 processing fee per digital ID (one-time fee)

Internet Bidding Fee: A recurring monthly charge of fifteen dollars (USD $15.00) per month per state.
This is an additional fee charged to subscribers that obtain a Bid Express digital Identification
to submit bids over the Internet. (Example: If bidding in three states, the Internet
Bidding Fee is USD $45 per month.)

Delinquent Accounts: Bid Express accounts that lapse in payment by more than 60 days will be
deactivated along with all corresponding digital IDs and optional subscription services.
Bid Express will charge a reactivation fee of USD $50 to reinstate a delinquent account that has
been deactivated. In addition, the subscriber must make his/her delinquent account current
through the date of reactivation.

Any digital IDs associated with a reactivated account cannot be reactivated. It will be
necessary to obtain new digital IDs for any delinquent account that is reinstated.

Closing An Account

Subscribers can close their Bid Express account at any time if they do not require an ongoing
monthly subscription. By closing a Bid Express account, any Digital IDs and optional services
associated with the account will also be closed. After closing an account, to start using Bid Express
again it will be necessary to go through the registration process and obtain a new account.
Once a digital ID is disabled in Bid Express it cannot be reactivated. Therefore,
to utilize Internet bidding again through Bid Express, subscribers will be required
to obtain a new digital ID by filling out the necessary paperwork and paying the current digital ID
processing fee (see section above called Digital Identification (ID) Certificate).

Payment Policies

Subscription fees are billed in advance on a monthly basis. Monthly payment may only be made
by major credit card (Visa, MasterCard, American Express or Discover).
