Award Bidder - Administration

Once the bid expiration time has passed and you've downloaded the bids using Bid Express Open Bid, you can award the bid. Once the bid has been awarded, you can update the bid and change the awarded bidder.

Apparent bids must be published prior to awarding a bidder. Only electronic bids marked public will be listed on the Award Bidder page.  Bids that have been manually entered or marked as non-responsive will not be displayed.

Award Bid

If your agency has the contract documents enabled, you must have at least one document uploaded to the proposal or you will not be able to award the bid. To award the bid:

  1. Select Manage Lettings, Proposals and Bids in the Letting and Vendor Data section of the Manage Agency page. This brings you to the Manage Lettings page. You can also click the available link in the Bid Express Bid Opener window and move to step 3.

  2. Select the letting date for the letting to award the bid. You can only award bids for lettings whose deadline has passed and whose bids have been opened.

  3. Select the specific proposal for which you wish to award the bid.

  4. Click Award Bidder from the row of commands. The Bid Express service lists the bids.  

  5. Select the check box for the winning bid and click award.

Once you click award, the selected contractor receives a Bid Express message stating the contractor is the designated award winner, though the bid has not been formally awarded. The awarded contractor is granted access to the contract documents.

Revoke Awarded Bidder

You can revoke the awarded bid without awarding the bid to another bidder.

  1. Select Manage Lettings, Proposals and Bids in the Letting and Vendor Data section of the Manage Agency page. This brings you to the Manage Lettings page.

  2. Select the letting date for the letting to update the awarded bidder.

  3. Select the specific proposal for which you wish to update the awarded bidder.

  4. Click Update Awarded Bidder from the row of commands. The Bid Express service lists the bids.  

  5. Click revoke at the bottom of the page. Click ok in the confirmation message.

The Bid Express service revokes the awarded bid and removes access to the contract documents to the awarded bidder.  The awarded bidder also receives a Bid Express message stating access to the contract documents has been revoked.

Update Awarded Bidder

Once the awarded bidder is revoked, you can assign the award to another bidder.

  1. Select Manage Lettings, Proposals and Bids in the Letting and Vendor Data section of the Manage Agency page. This brings you to the Manage Lettings page.

  2. Select the letting date for the letting to update the awarded bidder.

  3. Select the specific proposal for which you wish to update the awarded bidder.

  4. Click Update Awarded Bidder from the row of commands. The Bid Express service lists the bids.  

  5. Select the new awarded bidder. The check box for the original awarded bidder will clear.

  6. Click award.
