NOTICE OF EMERGENCY LETTING FEBRUARY 18, 2020
The Iowa DOT is letting a clearing and grubbing project in Plymouth County. Emergency letting procedures will be used to procure a contractor to complete the work.
The letting information is currently available in the customary locations on both the Bid Express and the Department's websites. The proposal is Bid Order 505 in the February 18, 2020 Letting.
All qualified contractors are encouraged to bid. All contractors wishing to bid as prime must request authorization to bid using the 'Request Bidder Eligibility' function on the Bid Express website, www.bidx.com. That request must be made by noon the day prior to letting for this emergency project.
Proposal guaranty/bid bond
With very few exceptions, a company must submit a proposal guaranty/bid bond with each bid as per Article 1102.11 of the Standard Specifications. The required amount of the proposal guaranty/bid bond is shown on the first page of each estimating proposal.
Bidders have TWO options to meet the proposal guaranty/bid bond requirements;
Obtain an electronic bond using the electronic bid bond verification feature authorized by the department. The authorized vendors for this feature are listed below;Surety Wave (F/K/A Insure Vision): Email: email@example.com

Contractor's Annual Bid Bonds (Form 6500043) received prior to January 16, 2019 will be honored until the expiration date of bond. If you have submitted an Annual Bid Bond (FORM 6500043) prior to January 16, 2019 that hasn't expired, you should select the following box;
Once bidders are registered with one of the authorized vendors, a bond number will be issued from Surety 2000 or Surety Wave (i.e. SIxxxxx/XXXX-XXXX). Bidders will then select the following box;
AND enter Select the Bond Verification Agency and enter the number in the box labeled "BOND ID"and click VERIFY. Once you've clicked VERIFY, you should receive a green checkmark for that section;
If your Bond does not verify, you should contact your surety company or Surety Wave/Surety 2000. Bidders will have to do this for every contract they decide to bid that requires a proposal Guarantee/Bid Bond. Bidders will NOT receive any bond verification from the Office of Contracts;
AND make sure the Office of Contracts has received your Proposal Guaranty/Bid Bond PRIOR to letting.

CONSTRUCTION INDUSTRY TRAINING PROGRAM
There were changes made to Iowa DOTs Construction Industry (CIT) Program in September, 2018, including the requirement of pre-approval of all trainings by the Civil Rights Team. ANNUAL BID BONDS
As of January 16, 2019, The Office of Contracts will no longer accept paper copies of the Contractor's Annual Bid Bond (Form 6500043). This form must be submitted using the electronic bid bond verification feature authorized by the department. The authorized vendors for this feature are listed below;
All Contractor's Annual Bid Bonds (Form 6500043) received prior to January 16, 2019 will be honored until the expiration date of bond. Bidders will continue to have two other options to submit a proposal guaranty to the Office of Contracts prior to the time advertised for opening of bids as referenced in 1102.11 of the Standard Specifications For Highway and Bridge Construction;
1. A certified check or credit union certified share draft, cashier's check, money order, or bank draft drawn on a solvent bank or credit union.
2. A Proposal Guaranty/Bid Bond (Form 518003) submitted using the electronic bid bond verification feature authorized by the department.
ACTION REQUIRED FOR BIDDING WITH IOWA DEPARTMENT OF TRANSPORTATION
Iowa Department of Transportation (Iowa DOT) is moving to the new AASHTOWare Project Bids TM software starting with the letting of November 20, 2018. This transition will require vendors to create a new Info Tech Digital ID for use with the Bid Express (R) service at www.bidx.com. The new Digital ID is approved using a paperless process and the cost will be refunded for any existing Digital ID holders who are recreating their active Expedite Digital ID. After the ID is created, you must send a request within the Bid Express service to bid to Iowa DOT.
The process to create the ID and request to bid can take up to a week. As a bidder for Iowa DOT, you should immediately download the new software (located in the DOWNLOADS box to the right) and create your new Digital ID. If this process is not completed before the transition, you will be unable to bid. Having the new ID will not impact your ability to bid any lettings prior to the November 20, 2018 letting. A detailed announcement, including directions for creating your new digital ID are in the Also Available box at the right of this page (Project Bids Digital ID Instructions).

NOTICE OF DIGITAL CONTRACT SIGNATURES
Beginning with the October 16, 2018 letting all contracts will be electronically distributed and digitally signed using Doc Express. Please familiarize yourself with the contract signing instructions on page 42 of the Doc Express Instruction Guide for Contractors and Suppliers. ALL QUESTIONS SUBMITTED THROUGH BIDX Q&A
If a prospective bidder, for a proposal for which the Department is accepting bids, is in doubt as to the true meaning of any part of the contract documents, the bidder may submit to the Contracts Engineer a request for additional information, explanations, or interpretations. The request shall be submitted to the Q&A forum at the letting website used by the Department. Questions should be submitted as early as possible so answers can be researched and posted. Questions submitted within two business days of the letting will likely not be answered. Interpretations may be in the form of an addendum to the contract documents. The Contracting Authority will not be responsible for any information, explanation, or interpretation from any other source.
