NOTICE:

The emergency letting scheduled for April 12, 2019 for repair and restoration on I-29 damaged by the March 2019 Missouri River flooding has been rescheduled to April 17, 2019 at 10:00 a.m.  Other upcoming emergency lettings will be held on the following dates:

The letting information will be available in the customary locations on both the Bid Express and the Department's websites before 9:00 a.m. Monday the week of the lettings, unless otherwise noted.
 
All qualified contractors are encouraged to bid.  All contractors wishing to bid as prime must request authorization to bid using the Request Bidder Eligibility function on the Bid Express website, www.bidx.com. That request must be made at least one hour prior to letting for these emergency projects.

CONSTRUCTION INDUSTRY TRAINING PROGRAM

CONSTRUCTABILITY REVIEW MEETING FOR THE ACCELERATED INNOVATION DEPLOYMENT (AID) DEMONSTRACTION PROJECT FOR IOWA DOT'S CONCRETE BOX BEAM BRIDGES

The Iowa DOT held a Constructability Review meeting for the proposed project for Accelerated Innovation Deployment (AID) Demonstration of the Iowa DOT's Concrete Box Beam Bridge - 30' Roadway Width, Single Span Bridge Standards - Minutes of this meeting are located in the downloads section at the right of this page.

In September of 2018, the Iowa DOT was awarded a grant from the Federal Highway Administration to aid in the replacement of up to 14 deficient bridges in one materials package. These bridges will be replaced using Concrete Box Beam Bridge standards. The purpose of the meeting is to review the history, objectives and goals of the proposed project. The proposed project will be scheduled for letting in the spring of 2019. The Iowa DOT proposed letting will involve fabricating the Box Beams and providing and installing the UHPC connections for up to 14 separate bridge projects around the state, utilizing Added-Options Bidding to fund as many bridges as possible to utilize the $1.25 Million grant amount. The performance goals for this grant award are maximizing the number of bridges participating in the project through the use of Added-Options bidding process, reducing project construction duration by using Pre-fabricated Bridge Element Systems, and increasing bridge deck durability through field-cast UHPC connections. In addition, it will spur investment and availability of product from the construction industry by making a significant investment in the newly developed Concrete Box Beam Bridge standards and UHPC technology through the use of the AID grant.

The Iowa DOT will be the contracting authority for this project. The Iowa DOT is seeking input from contractors, fabricators and project stakeholders. This input will be used to develop the proposed project to meet the goals of the grant award as well as overcome potential challenges based on the unique construction requirements, and unusual combination of a materials supply contract that includes a fabrication component. The focus of the constructability review meeting will be broad and include all aspects of the proposed project.


ANNUAL BID BONDS

As of January 16, 2019, The Office of Contracts will no longer accept paper copies of the Contractor's Annual Bid Bond (Form 6500043). This form must be submitted using the electronic bid bond verification feature authorized by the department. The authorized vendors for this feature are listed below;

All Contractor's Annual Bid Bonds (Form 6500043) received prior to January 16, 2019 will be honored until the expiration date of bond. Bidders will continue to have two other options to submit a proposal guaranty to the Office of Contracts prior to the time advertised for opening of bids as referenced in 1102.11 of the Standard Specifications For Highway and Bridge Construction;

1. A certified check or credit union certified share draft, cashier's check, money order, or bank draft drawn on a solvent bank or credit union.
2. A Proposal Guaranty/Bid Bond (Form 518003) submitted using the electronic bid bond verification feature authorized by the department.


ACTION REQUIRED FOR BIDDING WITH IOWA DEPARTMENT OF TRANSPORTATION
Iowa Department of Transportation (Iowa DOT) is moving to the new AASHTOWare Project Bids TM software starting with the letting of November 20, 2018. This transition will require vendors to create a new Info Tech Digital ID for use with the Bid Express (R) service at www.bidx.com. The new Digital ID is approved using a paperless process and the cost will be refunded for any existing Digital ID holders who are recreating their active Expedite Digital ID. After the ID is created, you must send a request within the Bid Express service to bid to Iowa DOT.
 
The process to create the ID and request to bid can take up to a week. As a bidder for Iowa DOT, you should immediately download the new software (located in the DOWNLOADS box to the right) and create your new Digital ID. If this process is not completed before the transition, you will be unable to bid. Having the new ID will not impact your ability to bid any lettings prior to the November 20, 2018 letting. A detailed announcement, including directions for creating your new digital ID are in the Also Available box at the right of this page (Project Bids Digital ID Instructions).

Beginning with the October 16, 2018 letting all contracts will be electronically distributed and digitally signed using Doc Express. ALL QUESTIONS SUBMITTED THROUGH BIDX Q&A
If a prospective bidder, for a proposal for which the Department is accepting bids, is in doubt as to the true meaning of any part of the contract documents, the bidder may submit to the Contracts Engineer a request for additional information, explanations, or interpretations. The request shall be submitted to the Q&A forum at the letting website used by the Department. Questions should be submitted as early as possible so answers can be researched and posted. Questions submitted within two business days of the letting will likely not be answered. Interpretations may be in the form of an addendum to the contract documents. The Contracting Authority will not be responsible for any information, explanation, or interpretation from any other source.
