An Important Update Regarding On-line Bidding with NJ TRANSIT

NJ TRANSIT is pleased to announce that, NJ TRANSIT has transitioned from www.bidx.com to www.bidexpress.com for all construction and goods and services contracts.

Why the Change?

NJ TRANSIT is transitioning to www.bidexpress.com to streamline our bidding and procurement process. While www.bidx.com is ideal for contractors, it does not support general procurement. Moving to www.bidexpress.com allows us to keep key benefits while moving our solicitation process under one digital roof.

What Should I Expect?

Vendors will enjoy the same service benefits as before, under the same trusted core platform that has processed over $1.3 trillion in bids. Features like digital signatures, error checking, omission alerts, and automated notifications are not going anywhere.

However, contractors must note that their registration and Digital ID for www.bidx.com will not work on www.bidexpress.com. Contractors will be required to register on www.bidexpress.com and obtain a new Info Tech Digital ID.

Additionally, please see the following Fee Schedule for internet bidding. General navigation (registering, setting up to bid electronically, and solicitation review) of www.bidexpress.com prior to actual selection of a solicitation for bidding is FREE.

What Do I Need to Do?

It is pertinent all vendors register, set up to bid electronically, and navigate the service in advance to upcoming solicitation deadlines. All vendors who intend to submit their bids electronically will be required to install the Info Tech Express Sign Tool and generate an Info Tech Digital ID for their business authorized signer. Please see the following Info Tech Digital ID policy for additional time-sensitive information.

Pursuant to N.J.S.A. 27:25-11, Bidders are required to include bid security with its bid submission.  Bid security may be in the form of a bid bond, cashier's check, certified check, or letter of credit.  Cash shall not be considered an acceptable form of bid security. Bidders may supply either an electronic bid bond or a paper bid bond.

If the Bid Security accompanying the Bid is an electronic Bid Bond, the Bidder shall choose from two (2) sureties available on the website. Please ensure your company and your bonding agent's company registers with one (1) of the following Bid Bond agencies affiliated with Bid Express:

To assist the bidding community during this transition, NJ TRANSIT recently hosted several in-person training sessions at our headquarters facility.  In an effort to further provide robust training across the widest possible spectrum, we will be hosting FREE webinar training sessions on July 17, 2019 and July 24, 2019.  Please see the list below for specific times.

  • July 24, 2019 - 1:30 pm à �â‚ �“ 3:00 pm ET 

Each training session will cover registration to the new site, installation of the sign tool, creating an Info Tech Digital ID, as well as bid submission and withdrawal. We highly recommend that you sign up for a training session.
