New Jersey Department of Transportation to Hold First Official Bid Letting Using Bid Express

Gainesville, Fla. –August 23, 2005: Beginning with the August 23, 2005 bid letting, the New Jersey Department of Transportation (NJDOT) began using Bid Express, an online bidding service.

After extensive testing of Bid Express by the agency and contractors, the NJDOT is now in full production use of the system for one-way bidding. Bid Express provides significant time and cost savings to both the agency and contractors by automating many currently manual processes and providing information online.

NJDOT also created a Digital Plan Room on Bid Express for its contractors. This option allows contractors to view, download and print plan sheets for projects electronically, avoiding the hassle of handling, shipping and storing large amounts of paper.

"We wanted to offer our contractors the convenience of using the Internet for obtaining bidding information and to provide them with the ability to obtain plan sheets digitally, said Joe Weber, Project Manager, Office of Estimating & Project Delivery Support for NJDOT. "Bid Express is the provider that so many other states are using."

Bid Express is a web-based bidding information service developed exclusively for the highway construction industry. By using Bid Express, contractors can save time needed for preparing and submitting bids and bid bonds on paper. Simple screens allow contractors to quickly scan all current lettings, and a search function is available for keyword information on current lettings and bid tab data from previous lettings. Users have access to lettings from across the country -- not just those of their home state -- and real-time bid results are available.

Bid Express is in production use in 20 state transportation agencies, with three additional states in various stages of implementation and testing. Agencies typically participate in a pilot program for several months to introduce the service to their bidding community. A next step is to allow for bid submission over the Internet which NJDOT is planning for in mid-2006.
