culvert liner

The special provisions for culvert liners 60 inch list the ASTM designation for PVC pipe as ASTM 949
this ASTM spec appears to be one that spells out the requirements for pipe sizes 4-36 inchs, does not cover the liner size that would be needed on this project? So the contractor can not use PVC since complying with this spec would force us into not meeting the +/- 5% of flow spec?

The STSP language allows the contractor to provide culvert pipe liners made of several different materials.

In reviewing the STSP, and for your information, we reviewed the ASTM Specifications in the special provision, and below is a list of the material that can be used and particular size requirements:
• High-Density Polyethylene (HDPE)
o Profile Wall Pipe - Can be used 10.5 inches to 132 inches
o Solid Wall Pipe - Can be used 3.50 inches or larger
• Polyvinylchloride (PVC) - Can be used 4 inches to 36-inches
